Diplomático británico. En los años previos a la primera guerra mundial aconsejó con ahínco la adopción de una política antigermánica, argumentando en un memorándum de 1907 que Alemania aspiraba a la dominación de Europa, que las concesiones sólo incrementarían sus apetitos de poder y que no debía abandonarse la alianza con Francia. El 25 de julio de 1914 insistió en una demostración de fuerza de la Marina británica para impedir la guerra y cuando el conflicto estalló pocos días después convenció al gobierno de requisar los buques alemanes que se encontraban en puertos británicos. Fue subsecretario permanente de asuntos exteriores (
1920–25).
